This webinar will be held on March 25, 2026, at 10:00 a.m. and will be a virtual meeting.  

Understanding the Legal Framework for Local Economic Development Authorities in West Virginia

John Stump, Member of Steptoe & Johnson, PLLC, will lead this discussion will focus on the powers and limitations of local EDAs which are created under West Virginia Code Chapter 7, Article 12.  How will you know if you are created under 7-12?  If you were created by a county commission or municipality and the county commission or municipality appoints your board members, you are likely a 7-12 EDA.

Some of the questions which we will explore include:

  1. Who is required to be on your board (Mayors, etc.)?
  2. May your EDA condemn property?
  3. When selling property, are you required to go through an auction?
  4. May an EDA borrow money?
  5. Is an EDA subject to the Freedom of Information Act?
